According to him, he will not allow society to be divided into north and south.
“No regional division will be permitted. Such splits arise solely for the personal gain of politicians who manipulate the people. I have witnessed this myself since 2005, when I began engaging in politics. Half of the government consisted of representatives from the north, the other half from the south, and in some ministries, the same principles were observed. It was bitter to watch, and I promised myself that if I were destined to become president, I would definitely fix this problem in Kyrgyzstan,” Japarov noted.
He added that one way to overcome regional division is through staff rotation.
“Since 2021, as you may have noticed, such divisions are gradually disappearing. For example, we conducted a rotation of district akims and heads of courts, the prosecutor's office, the State National Security Committee, and the Ministry of Internal Affairs. All akims and judges were replaced 100%. There is not a single akim from the south in the south now; all are appointed from the north. Similarly, in the north, there are no akims from the north; they are all from the southern regions. The same applies to judges. The results are already noticeable — the level of division has significantly decreased. With the help of the Almighty, we will reach the village councils as well. Without this, it sometimes happens that a person who becomes the head of a village council in their native village distributes resources in favor of their relatives,” the president added.
Japarov emphasized that such work is being carried out not only in personnel policy but also in education.
“Two to three years ago, we opened the 'Aqylman' school, bringing together the most talented and successful students from the northern and southern regions, educating them in a boarding school format in Cholpon-Ata. Currently, such schools are being built across the country, and their number will reach seven to eight. In two to three years, the construction will be completed.
Our students study together, without division by regions. For example, in Cholpon-Ata, children from all regions are studying, and it is planned that the same situation will be in Osh — children from all regions of Kyrgyzstan will receive knowledge. I hope this will be the case in all regions. Graduates of these schools, and then of higher educational institutions, will be able to directly enter the civil service. Last year, I initiated a law that has already come into effect,” he said.
Furthermore, the president noted the importance of student rotation.
“Starting in September of next year, students studying under budget quotas will begin to study under a rotation system. This will completely eliminate the problem of division into 'north-south' in the future,” he concluded.
