The Cabinet plans to revise outdated amounts considering the growth of salaries and inflation
As part of a new draft law currently undergoing its second reading in the Jogorku Kenesh, the government proposes to amend the procedure for payment of alternative service and mobilization reserve fees.
According to information from the justification note, the current contribution amounts were established back in 2017 and do not reflect the current economic reality. For example, at that time, the average salary was about 14,300 soms, and by 2024 it has increased to 35,800 soms — more than a doubling.
In this regard, the contributions for alternative service and mobilization reserve now appear significantly undervalued.
It is proposed to exclude fixed amounts from legislation and grant the Cabinet the right to set the amounts of payments. The authors of the draft law believe that this will simplify and expedite the process of adjusting amounts in the future without the need for lengthy legislative changes.
There is also a proposal to increase contributions:
- for citizens aged 22–40 who have not served and wish to undergo mobilization reserve training — from 500 to 750 calculated indicators;
- for those wishing to become reserve officers — from 700 to 900;
- for conscripts for alternative service due to family circumstances — from 180 to 250;
- for health reasons — from 250 to 400;
- for religious beliefs or to perform socially useful work — from 250 to 500;
- for men over 25 who have not served — from 250 to 500 calculated indicators.
Additionally, the draft law provides for an increase in fines for violations of military registration rules, aiming to make them clearer and avoid "the right of choice" for inspectors, which should reduce corruption risks.
The authors of the initiative emphasize that these changes will help bring the system in order, make it fairer and more aligned with the current income of the population, as well as increase discipline among conscripts and those liable for military service.
If the law is adopted, it will lead to the updating of subordinate legislation concerning military registration, alternative service, and mobilization reserve. Thus, the state will be able to regulate contributions more flexibly and, according to the Cabinet, increase citizens' responsibility and reduce opportunities for abuse.
