



Nazgul Turdubekova, director of the "League of Child Rights Defenders" Foundation, has appealed to President Sadyr Japarov, Prime Minister Adylbek Kasymaliev, and Deputy Chairperson of the Jogorku Kenesh of the Kyrgyz Republic, Zhyldyz Taalaibek kyzy, with a proposal to improve state policy in the fight against domestic violence.
She noted that despite the steps already taken, the level of domestic violence remains high and shows no significant decrease. In her appeal, the human rights activist emphasized the need to shift from a reactive approach, focused on law enforcement actions after crimes have been committed, to a more systematic preventive approach.
“It is necessary to make the fight against domestic violence a comprehensive state strategy — from response to prevention,” her appeal states.Turdubekova proposed to legally establish an interdisciplinary model of support for victims, which includes a lawyer, psychologist, and social worker. She believes that such an approach will provide not only legal protection but also psychological rehabilitation and social support for the victims.

- the creation of a separate law on psychological assistance with mandatory support in domestic violence cases;
- the legislative consolidation of mandatory work by an interdisciplinary team in every case of violence;
- the introduction of specialized social worker positions focused on preventing domestic violence and early detection of risks;
- state funding for psychologists and social workers, as well as the development of interagency cooperation standards.
“This is a strategically important step towards real protection of families and human rights in the Kyrgyz Republic,” the appeal emphasizes.
