She insists that the fight against this problem should become a priority of state policy, shifting from reacting to cases of violence to their prevention. “Currently, the main focus is on law enforcement agencies, which leads to measures being taken only after a crime has been committed, whether it be violence or murder. This approach does not provide adequate protection and does not prevent repeated instances of violence,” the human rights defender added.
She proposes several key initiatives:
- to develop a law on psychological assistance that would guarantee support in cases of domestic violence;
- to introduce mandatory collaboration of an interdisciplinary team in each individual case of violence;
- to create an institute of social workers specializing in the prevention of domestic violence and early detection of risks;
- to ensure state funding for the work of psychologists and social workers, as well as to establish standards for inter-agency cooperation.
