Children of Heroine Mothers to Receive 50% Discount on Education

A draft resolution was presented in the Jogorku Kenesh proposing the establishment of a state educational benefit for the children of women awarded the "Batyr Ene" order.

According to this document, students belonging to this category will be able to receive a 50% discount on tuition fees for contract-based education in higher educational institutions of Kyrgyzstan, regardless of their status or departmental affiliation. The benefit will apply to those pursuing their first higher education.

The draft stipulates that the cabinet of ministers will need to develop the necessary regulations and establish the rules for providing this benefit. Additionally, the Ministry of Science, Higher Education, and Innovations is tasked with creating a mechanism for implementing the discount and keeping track of the beneficiaries.

The explanatory note states that women awarded the title of "Batyr Ene" play an important role in the demographic development of the country and in raising future generations. As of January 1, 2026, this status is held by 31,302 women.

The initiators of the proposal, including several deputies, emphasize that large families face increased financial burdens, and the high cost of education—ranging from 29,500 to 288,500 soms per year (up to $7,500 in some universities)—poses a serious barrier to children's access to higher education.

The authors believe that such a benefit will become an important tool for social support and a contribution to the training of qualified specialists.

Control over the implementation of the resolution is proposed to be assigned to the relevant committee of the Jogorku Kenesh.
