Let us remind you that on January 23, 2025, the Law of the Kyrgyz Republic "On Biological Safety in the Kyrgyz Republic" was adopted, which establishes the legal framework for ensuring biological safety and guarantees the protection of the population and nature from the negative consequences of the impact of biological agents and technologies. In this regard, the new procedure is designed to improve the system for warning about biological threats.
The explanatory note emphasizes that in the context of modern risks and threats, the relevance of biological safety has significantly increased. Many countries around the world have intensified their efforts in recent years to improve the system of measures in this area.
The proposed draft includes seven chapters and 18 points, covering key aspects such as:
- defining various types of biological threats;
- establishing levels of biological risk;
- distributing functions among authorized bodies;
- regulating monitoring, preventive measures, and response;
- requirements for the protection of hazardous biological objects;
- implementing a system for accounting biological agents;
- defining the procedure for the destruction of hazardous biological agents and products.
- developing unified legal and organizational mechanisms;
- establishing requirements for the protection of potentially hazardous facilities;
- defining the procedure for cooperation between government bodies;
- establishing the grounds and procedure for the destruction of hazardous biological agents;
- implementing a system for accounting and traceability of biological agents.
The adoption of the new procedure will allow:
- to increase the level of biological safety in the country;
- to ensure early detection and localization of threats;
- to reduce the risks of biological emergencies;
- to ensure transparency in the handling of potentially hazardous agents.
