The purpose of this document is to organize parking spaces and reduce congestion on city roads. The city administration emphasizes that uncontrolled parking leads to an increase in the number of vehicles and exceeds the capacity of the road network, especially in the city center.
In the central part of Bishkek, it is planned to introduce a zonal parking fee, which will range from 30 to 50 soms per hour.
With the implementation of an automated payment system, it is expected that the tariff will be 30-50 soms for the first two hours and 20 soms for each subsequent hour.
The municipality believes that the introduction of paid parking will help reduce traffic jams, organize traffic flow, ensure free movement for pedestrians, and increase revenues for the city budget to develop parking infrastructure.
Starting in 2025, the Code of Offenses is expected to establish liability for evading parking fees. The fine for individuals will be 10 calculated indicators, and for legal entities — 50 calculated indicators.
Additional Provisions of the Parking Project
The project also describes the rules for the operation and use of municipal parking lots and stands in Bishkek.- The first 15 minutes in municipal parking is proposed to be free. After that, the duration of the vehicle's stay will be charged at the established rate, which drivers must pay before leaving.
- Parking control is planned to be carried out using automated time tracking systems and video surveillance.
- Emergency service vehicles, such as ambulances, fire services, and police, will be able to park for free, as well as vehicles for people with disabilities in specially designated spaces.
- The owner of the vehicle bears the risk of theft or damage in the parking lot independently.
- All revenues from municipal parking will be directed to the Bishkek budget.
First Zone
The zone is bounded by the streets Bokonbaeva, Ibraimova, Frunze, and the Young Guard Boulevard, as well as streets adjacent to markets and shopping centers regardless of their location.
Tariff: 50 soms for the first two hours, then 20 soms for each subsequent hour.
Second Zone
The zone is bounded by Akhunbaeva Street, the avenues of Jibek Jolu, Chingiz Aitmatov, and Fuchik Street, excluding the first zone.
Tariff: 40 soms for the first two hours, then 20 soms for each subsequent hour.
Third Zone
The remaining streets of Bishkek not included in the first and second zones.
Tariff: 30 soms for the first two hours, then 20 soms for each subsequent hour.
