The Mayor of Bishkek commented on the information about the property of Kuanyshbek Kongantieva

Aibek Junushaliev, the mayor of the capital, shared with journalists his opinion that some deputies of the Bishkek City Council often use municipal property for personal needs. This statement was made against the backdrop of information that former people's deputy Kuvanychbek Kongantieva may have over 100 real estate properties in Bishkek.

The mayor reminded about the discussion that took place on January 30, 2025, during which deputies from the "Zhanı Kүch — New Force" faction discussed nine land plots that were leased. According to Junushaliev, this data reflects only a small part of the real situation, and the materials have already been sent to law enforcement agencies.

“After such information is published, it is automatically forwarded to law enforcement agencies for verification. It is worth noting that we did not limit ourselves to just the deputies. We also requested a check on the city hall management. All municipal property that has been leased or privatized must be verified according to the law, including property owned by our relatives. If violations are found, appropriate measures will need to be taken. The property must be returned to municipal ownership, as we need to increase non-tax revenues. We must not only raise rents but also expand the base. That is why we put forward this requirement. If videos appear now or some actions take place, this may be part of a systematic check. We have no other information; we just exercised our legal right and passed the data,” he emphasized.

At the previous faction meeting, deputy Maksat Toktogulov reported that one of the people's deputies rents municipal land for 66,000 soms a month and then subleases it for 9,000 dollars. At that time, faction leader Kuvanychbek Kongantieva suggested that if there are facts of illegal actions, they should be reported to law enforcement agencies.

The published video about the alleged assets of Kongantieva claims that during his time as a deputy of the Bishkek City Council and chairman of the land commission, he rented plots at a reduced price and then transferred them to private ownership, building multi-story houses and commercial properties on them. It is also reported that part of his property is registered in the name of his mother and close relatives.

Journalists attempted to contact Kuvanychbek Kongantieva for a comment. He promised to call back but did not get in touch.

Aibek Junushaliev noted that if facts of illegal use of municipal property by deputies or municipal employees using their powers are discovered, they will not go unpunished.

In response to questions about the possible involvement of city hall representatives, including himself, Junushaliev stated that he is passing all known information to law enforcement agencies. The mayor also added that he is ready to take responsibility if a connection between him or his relatives and illegal actions is established.

“Disputes and conflicts with the Bishkek City Council arise precisely because of these issues. We have repeatedly said: ‘Do not interfere in the work of the executive branch, do not force the management to solve issues in your interests, let’s think about the city.’ We adhere to these principles and remain firm in our position,” concluded Aibek Junushaliev.
