According to Bakyt Torobaev, Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry, at a meeting of the Ministry of Energy's board, the increase in electricity consumption is due to the stable development of the economy, which creates additional challenges regarding power shortages. The government emphasized that the commissioning of new generation capacities is lagging behind the growing demand.

In recent years, Kyrgyzstan has modernized the Toktogul, Uch-Kurgan, and At-Bashinsky hydropower plants, as well as commissioned new small hydropower plants such as Bala-Saruu, Kara-Kul, Kok-Art, and Kainama. The reduction of water resources due to climate change also negatively impacts the country's energy system.

The Cabinet of Ministers highlighted the necessity of forming coal reserves in advance of the heating season and organizing its supply and distribution to ensure the population and social institutions are provided for.

Additionally, the meeting discussed the rapid pace of construction of solar and wind power plants; however, their operation depends on weather conditions. In this regard, the Ministry of Energy was instructed to conduct calculations in advance, prepare balances, and prepare backup capacities.

As a result of the meeting, the ministry was tasked with intensifying efforts to develop generation, integrate renewable energy sources, and ensure reliable electricity and heating supply for the population and the economy of Kyrgyzstan.
