During the parliamentary session on February 18, the Chairman of the Jogorku Kenesh, Marlen Mamataliyev, spoke about plans for the digitalization of the legislative body's work and the implementation of an electronic document management system.
He noted that at a recent meeting with President Sadyr Japarov, he informed him about the strategic development of the Jogorku Kenesh for the next five years. The main goals are to increase work efficiency and actively use digital technologies.
Mamataliyev also emphasized that the successful experience of digitalization in the Presidential Administration demonstrated a significant increase in the speed of decision-making, which has increased by 10-20 times. As a result of the implementation of digital solutions, over 1 billion 205 million soms were saved in 2024.
As part of this reform, it is planned to reduce the use of traditional paper documents in legislative activities. In the near future, each deputy will be provided with a tablet through which they can receive materials for meetings, information from committees, and deputy groups.
In addition, the process for representatives of the Cabinet of Ministers to participate in committee meetings will be simplified — heads of state agencies will be able to join discussions in an online format.
It is also planned to create opportunities for online meetings between deputies and voters in the regions. Five public reception offices for deputy groups will be opened in the parliament building, along with a special room for mothers with children for the convenience of citizens.
According to Mamataliyev, the implementation of digital solutions will help accelerate work processes, use resources efficiently, and improve the quality of the parliament's work.
