Kulov: A distorted perception of national security work is forming in society

Recent arrests of high-ranking GKNB officials have led to a distorted opinion about the activities of national security agencies in Kyrgyzstan. This was stated by former Prime Minister Felix Kulov on his Facebook page.

According to him, negative events have undoubtedly affected the reputation of the agency. "One spoonful of tar can spoil a barrel of honey," Kulov noted, adding that it would be wrong to shift the responsibility onto the entire staff due to the actions of individuals.

He emphasized that the majority of GKNB employees are dedicated professionals who ensure the safety of the country and its people every day. These individuals perform their difficult work, often remaining in the shadows, risking their safety for the stability of the state. Kulov urged not to allow the mistakes of individual representatives to undermine the morale of the team and the authority of this important institution.

Kulov also noted that the new leadership of the GKNB is actively working to eliminate identified shortcomings and is conducting internal rehabilitation of the system. However, not all activities can be openly discussed for understandable reasons.

"This work requires time and thoroughness," he added. Kulov also reminded that information about shortcomings in the work of certain employees had previously reached both the former leadership and the president of the country.

At one of the meetings, President Sadyr Japarov firmly outlined the need for immediate cessation of such facts and punishment of the guilty, regardless of their merits or positions. In turn, Kamchybek Tashiev reported on the conducted service checks and dismissals of a number of employees identified as "wolves in uniform" who used their official powers for personal interests.

Kulov also noted that no leader can control every action of their subordinates, considering the scale of the structure, which itself creates risks of abuse. Therefore, mechanisms for internal control and external oversight are critically important.

In addition, he pointed out the need to analyze the practice of illegal privatization, where in an effort to demonstrate efficiency, employees might participate in an informal competition to identify violations in their areas. Formally, these actions appeared legal; however, it is important to investigate each case to eliminate possible excesses and illegal pressures.

To eliminate misunderstandings and restore trust, it is advisable to create a special commission under the General Prosecutor's Office that can assess all incoming statements. This will ensure transparency and confirm adherence to the principles of legality.

Felix Kulov also emphasized that evaluations of the actions of leaders become more emotional over time, which can lead to unfounded conclusions. "It is important to maintain objectivity, especially in matters concerning senior leadership," he added.

Maintaining the institutional stability of security agencies and preventing their discrediting and demoralization is more relevant now than ever. Kulov called for continuing the reforms in personnel policy initiated by President Japarov, emphasizing that the principle of equality before the law should be not only a declaration but also a reality.

It is also necessary to strengthen the independence of the judicial system and minimize the influence of various structures. In this regard, it is advisable to create an expert commission that will prepare proposals for improving public administration and law enforcement agencies.

Only a consistent and legal approach will help strengthen societal unity and eliminate potential sources of tension. Kulov emphasized that state institutions must be simultaneously cleansed and strengthened, and criticism should not undermine trust in those who honestly serve their country.
