According to the registered draft law dated February 26, the deputies aim to increase the efficiency of the Central Election Commission (CEC). They believe that reducing the number of commission members will optimize management processes and lessen the financial burden on the country's budget, including expenses for salaries and social guarantees.

Analysis of international experience shows that the composition of electoral bodies varies depending on their powers and the sizes of the territories. Moreover, as practice shows, a high number of participants does not always contribute to faster decision-making.

The initiators emphasize that in the context of elections, time plays a crucial role. Issues related to candidate registration and the resolution of electoral disputes require immediate decisions. Increasing the number of commission members complicates the process of reaching consensus and conducting prompt voting.

Under the proposed bill, the composition of the CEC will be formed for a term of five years. By electing three members upon the president's nomination and four on its own initiative, the Jogorku Kenesh will also consider gender equality, ensuring that no more than 70% of the commission members are of the same gender. Additionally, the draft law proposes amendments to the Law "On the Regulations of the Jogorku Kenesh of the Kyrgyz Republic," concerning the early release of CEC members. The president will gain the right to propose the early release of three members, while the Jogorku Kenesh will release four.

This approach will eliminate legal uncertainty and complete the personnel cycle, the authors of the project emphasize. The changes do not violate the principle of CEC independence but rather clarify the mechanisms of its formation to enhance efficiency.
