The Ministry of Internal Affairs withdraws the bill on testing drivers on the road for traffic violations

As reported by the press secretary of President Sadyr Japarov, the initiative to test drivers has been withdrawn from the Jogorku Kenesh. The reason for this was the justified critical remarks expressed by the public.

Previously, the authorities proposed a new approach to combating violations on the roads. According to the plan, starting from September 1, 2025, it was intended to conduct knowledge tests on traffic rules for drivers who violated the traffic regulations directly at the place of the stop. In this regard, the Ministry of Internal Affairs prepared draft laws for consideration in the Jogorku Kenesh. The relevant committee has already begun analyzing changes to the Code of Offenses that would allow inspectors to conduct tests and revoke drivers' licenses in the absence of correct answers.

If the initiative had been implemented, drivers would receive temporary licenses for 60 days, during which they would need to pass an exam at "Unaa." In the case of successfully passing the test, the licenses would be returned. However, this proposal faced significant criticism, including discussions in parliament.
