Omurzakov criticized the report of the Interior Ministry officials on the bill regarding driver testing

Suyunbek Omurzakov, a deputy of the Jogorku Kenesh and former deputy minister of internal affairs, criticized the report regarding the draft law on testing drivers at the scene of violations. He noted that the information presented by the Ministry of Internal Affairs was not sufficiently clear.

Addressing the deputy head of the Ministry of Internal Affairs Adylbek Biibosunov and the head of the State Traffic Safety Department Azhenbek Kozukeiev, Omurzakov pointed out deficiencies in the quality of the report's preparation. In his opinion, unclear explanations could lead to misunderstandings of the draft law by deputies, despite its potential usefulness.

“Your task is to clearly communicate the essence of the draft law. Society must understand the purpose of this law. It is not aimed at punishing drivers, but at preventing violations. For example, the head of the State Traffic Safety Department should explain that installing gas cylinder equipment without the proper knowledge can cause an explosion. People watch your presentations and do not receive clear answers to the deputies' questions from you. This is why opinions arise, such as ‘I do not support the draft law’ — this is your fault. You should come prepared. You say only a few words and fall silent, and we have to guess for you,” Omurzakov expressed his outrage.

Despite the criticism, the deputies still approved the concept of the draft law.

As part of the discussion, the committee reviewed proposals for amendments to the Code of Offenses, which would allow an inspector at the scene of a traffic violation to conduct a driver test. If the driver is unable to answer questions, their license will be suspended. The driver will be issued a temporary license for 60 days, during which they must pass an exam at "Unaa," and, upon successful completion, their license will be returned.
