Kyrgyzstan and Russia will build a new campus of KRSU for 15 thousand students


An important decision was made at the meetings of the committees of the Jogorku Kenesh, which deal with science, education, culture, sports, and youth policy, as well as international affairs, security, and migration. They approved a draft law on the ratification of the agreement between Kyrgyzstan and Russia regarding the construction of a new campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin.

According to the terms of the agreement, the funding for the construction will be provided from the federal budget of Russia. In turn, Kyrgyzstan will provide a land plot of at least 30 hectares and ensure connection to the necessary engineering communications.

The campus is planned to be located in the village of Baytik and will accommodate up to 15 thousand students. It will include educational buildings, dormitories, a medical cluster, cafeterias, and other facilities necessary for the educational process and social infrastructure.

Deputy Ministers of Science, Higher Education, and Innovation Bekbosun Borubashev and Gulnura Mamyrova presented information about the project to the deputies. Gulnura Mamyrova noted that the implementation of the plan will occur in three stages: the first stage will take place in 2026–2027, the second from 2027 to 2030, and the third from 2030 to 2032.

During the discussion, the deputies raised important questions regarding the obligations of the Kyrgyz side, the timelines for project completion, educational standards, the number of budget places, and the employment of graduates. Participants in the discussion, including deputies Saltanat Amanova, Gulsharkan Kultaeva, Bolot Sagynaev, and Gulya Kozhokulova, emphasized the significance of this project and expressed their support.

Additionally, the committee on science approved a draft law that amends the law on personalized accounting of citizens for the purposes of mandatory social insurance. This document aims to simplify the procedure for assigning personal identification numbers to both citizens and foreigners, as well as stateless persons.
