With the arrival of the spring equinox, when nature awakens and life on earth is renewed, the long-awaited spring comes to us.
With joy and respect, we celebrate Nowruz together with the people, which symbolizes renewal, labor, unity, and hope — an invaluable cultural heritage of humanity that we continue to pass down from generation to generation, in peace and prosperity.
As our great akyn Arstanbek Ata said:
“Even if news of you reaches the sun, even if your hand touches the star — with the people you are great, without the people you are like a wild beast.”
We have established a tradition of celebrating state holidays together with the people in various regions, and this year Nowruz is taking place in Naryn, at the foot of the sacred mountain Ala-Myshyk for the Kyrgyz, on the banks of the Naryn River, the lifeblood of Central Asia.
In this blessed place, where the air is filled with the aroma of kumys and the horizons are framed by snow-white glaciers, I congratulate all Kyrgyzstanis, our compatriots around the world, foreign diplomats, and representatives of international organizations on the holiday of Nowruz!

Since ancient times, this sacred land of Tien Shan has had strategic significance.
The Naryn region, located on the Great Silk Road, which connected the East and West and united the cultures of various peoples, has a rich history, evidenced by monuments such as the Teke-Sekirik cave, the ruins of the city of Koshoy-Korgon, the remains of the settlement complex of Kochkor-Bashy, the caravanserai Tash-Rabat, the fortress of Shyrdakbek, and the mausoleum of Kyrk Choro.
Speaking of the past, present, and future of this land, I cannot help but mention the outstanding personalities from this blessed people, who proudly preserve their traditions and safeguard the name of the Kyrgyz.
These include such remarkable figures as Koshoy Baba, the great manaschy - Tynybek Japyi Uulu, Sagymbay Orozbakov, Shapak Rysmendeev, Togolok Moldo, who passed down the epic "Manas" from generation to generation; heroes Atantay, Tylak, Kachyke, Ormon Khan, Azhybek; founders of statehood Ishenaly Arabayev, Bayaly Isakiev, Satybaldy Naamotov; prominent statesmen such as Turdakun Usubaliev; thinkers and sages Arstanbek and Moldo Kilych; scholars Durbölön Mambetov, Üson Asanov, Asanbek Taabaldiyev; as well as cultural and literary figures - Musa Bayetov, Kalyy Moldobasanov, Midin Alybaev, Esengul Ibraev, Myskal Ömürkanova, Muratbek Ryskulov, Tatybubu Tursunbaeva, Jumamudin Sheraliev, Kenges Jusupov, and many others.
As noted by the outstanding scholar Sovetbek Baigaziev, these personalities are “spiritual peaks” that adorn Tien Shan and rise above time.
I believe that this fertile land, which has given the country such outstanding people, will once again nurture new creators capable of leading the process of revival and creating a Kyrgyz renaissance.
I especially want to emphasize that in the era of globalization and rapid technological progress, the people of Naryn, possessing talents, are capable of significantly contributing to the development of the entire country. I say this with deep faith and hope.

Allow me to briefly summarize the last five years: stability has been established in Kyrgyzstan, the country is moving towards development, and the Naryn region has not been left behind.
If in 2020 the gross regional product of the region was 18 billion soms, by 2025 it will reach 40 billion soms, an increase of 224 percent, indicating more than double growth.
The volume of industrial production has increased 5.7 times over five years. In 2021, only 30 enterprises were opened, but by 2025 their number has increased to 134, creating hundreds of new jobs.
Currently, projects are being implemented in the region in the fields of construction, road infrastructure, irrigation, and clean water supply, totaling 21 billion soms.
In the construction sector, 143 facilities are currently being built.
Over the past five years, 51 social facilities have been put into operation, including schools, kindergartens, and hospitals.
In the region, 259 kilometers of roads have been asphalted, of which 135 kilometers are planned for 2025, including a complete renovation of the central street of the city of Naryn.
Since 2022, 0.6 percent of the gross profit from the Kumtor gold mine has been directed to the "Tien Shan" Development Fund.
To date, about 2 billion soms have been accumulated in the fund, which are directed towards the development of the region, including the implementation of a number of social and infrastructure projects in the Naryn region.
Among the projects funded by the "Tien Shan" fund is the construction of mortgage housing in Naryn.
A greater number of mortgage housing units are being implemented thanks to funding from the republican budget.
Last year, with my personal involvement, the Naryn airport was put into operation, and regular flights were opened, creating conditions for air communication with the capital twice a week.
The Naryn bus station has been completely reconstructed.
From the regional stabilization fund, 2 billion 382 million soms were allocated. Currently, these funds are being used to build a modern cultural center in Naryn, the likes of which do not exist in the country.
Moreover, over the past five years, foreign investments totaling 6 billion 800 million soms have been attracted to the region.
The Tien Shan region has high energy potential.
The presence of the Naryn River, created by nature itself, opens up wide prospects for the development of the energy sector.
Currently, a 100-megawatt hydroelectric power station "Kulanak" is under construction, and the implementation of this project will strengthen the energy security of the region and create additional capacity.
An investor has also begun construction of the Kara-Kechin thermal power station with a capacity of 1200 MW.
The completion of the construction of the "China-Kyrgyzstan-Uzbekistan" railway will open new transit connections for the region and enhance its international significance.
This will increase the economic and logistical potential not only of the Naryn region but of the entire Kyrgyz Republic.
After the project is put into operation, the time for transporting goods will be significantly reduced, and new markets will be opened.
If today, being between Europe and China, we remain a landlocked country, then with the completion of the railway construction, we will become a transit country.
The construction of this railway is expected to be completed by approximately 2030.
The construction of trade and logistics centers in the areas along the railway is relevant for the development of infrastructure and the integration of the local economy.
To date, the internal railway connecting the north and south of the country has already reached Kochkor.
Under favorable conditions, it is planned to extend it to Kara-Keche, and then to Makmal, providing additional railway connections between the north and south.
The development of railway infrastructure will contribute to strengthening internal connections and will positively impact the growth of other sectors in the region, such as industry, agriculture, and tourism.
Thus, there are every reason to confidently speak of the broad prospects of the strategically important Tien Shan region.
The work we are doing to develop the economy of the Tien Shan region, open manufacturing enterprises, improve infrastructure, repair roads, and create comfortable conditions for the population brings results year after year, of which you yourselves are witnesses.

The Naryn region, where livestock farming is developed and agriculture is a priority sector, requires special attention.
Livestock farming, including meat and milk production, forms the basis of the region's economy.
Thank God, in recent years, the livestock population has increased and production volumes have grown.
Projects are being implemented in the region to create clusters in the production of meat, milk, honey, feed, and fruit and berry products totaling about 2 billion soms.
It is particularly noteworthy that honey from Naryn is exported to Saudi Arabia, Kazakhstan, China, Russia, and Japan.
Despite the availability of water resources, the region has faced irrigation supply issues.
Over the past five years, work in the irrigation sector has been carried out for a total of about 3 billion soms, including repairs and concreting of canals.
Hydrotechnical structures, hydroposts, and pumping stations have also been repaired.
This year, it is planned to put into operation the Tügöl-Sai reservoir in Jumgal and the BDR Shamsy in Kochkor.
This will improve water supply for 4,294 hectares of land and develop 3,306 hectares of new irrigated areas.
In such conditions, Naryn needs qualified specialists and professional managers.
The older generation remembers how in the 1960s-1980s the state sent Korchubek Aknazarov to lead the challenging areas of Ak-Talaa, Jumgal, and Kochkor, which contributed to the growth of agriculture.
The state is ready to provide comprehensive support to those who can develop agriculture in the challenging conditions of the region, following the example of such professionals as Korchubek Aknazarov and Kadyra Kun Bazarbaev.
Our goal is to turn this mountainous region into a powerful agro-industrial center, develop the processing industry, and expand export potential.
Despite the results achieved, there is still much work ahead.
I am aware of all the problems in the Naryn region, and the authorized representative of the region regularly informs me of your issues.
While it is impossible to solve all problems at once, we are addressing priority issues step by step.
With God's help, through our joint efforts, we can turn the Naryn region into a region with new transit connections on the Great Silk Road, with a developed network of trade and logistics centers, ecologically clean products, and developing mountain tourism.
Thus, we will make a significant contribution to the future of Kyrgyzstan.

Against the backdrop of events in the world and at the borders of individual states, thank God, stability has been established in Kyrgyzstan, border issues have been successfully resolved, and the country is confidently moving towards development.
Our people have supported the chosen course, actively participating in the construction of a New Kyrgyzstan together with the authorities.
The source of our success is unity, consensus, and stability.
To turn Kyrgyzstan into a strong state, it is necessary to change our mindset, be patriots, gain knowledge, and actively work on strengthening the economy.
The GDP growth rate has reached 11%, and the consolidated budget amounted to 1.1 trillion soms.
By maintaining this pace and providing the population with jobs, this year the construction of another 100 manufacturing enterprises has begun.
You have also witnessed large-scale housing construction under the state mortgage program.
This year, along with the implementation of these tasks, Kyrgyzstan will host a meeting of the Shanghai Cooperation Organization.
Additionally, the Issyk-Kul Forum will take place, aimed at deepening international dialogue on global challenges, as well as the VI World Nomad Games, which will attract scholars, thinkers, guests, and tourists from around the world.
In these significant days, I urge: let us successfully conduct these international events together.
Let Kyrgyzstan once again make a loud statement, demonstrating our unity and cohesion.

Since ancient times, the symbol of Nowruz has been sumolok, based on sprouted wheat.
Sprouted grain symbolizes renewal and new life.
Thus, Nowruz is a holiday of development, renewal, and unity.
We are proud that Nowruz has become a national holiday, beloved by all citizens, regardless of nationality.
In these days, interethnic harmony and mutual respect are particularly evident on our fertile land.
On our Batken land, where the border of the Motherland begins, in the majestic Osh, in the youthful Jalal-Abad, in Talas, where the great Manas Ata rests, in the fertile Chui Valley, on the sacred Issyk-Kul, and in Naryn - a land of high dignity and honor - if our unity is strong, there will be prosperity; if there is consensus, there will be abundance.
The country stands on its feet, confidently moving forward. The trust of the people in the authorities has increased, and we are returning to our roots, following our own path.
As the saying goes, "The labor of man elevates," with the arrival of spring, let us all together, regardless of our field of activity, work diligently, perform our tasks conscientiously, and create.
Let each of our seven regions, relying on its advantages, make a significant contribution to the movement of the state forward.
On the path to building a New Kyrgyzstan, our main strength remains the unity and cohesion of the people - hardworking, striving for development, and devoted to their Motherland.
By uniting as a single fist and following the principles of social justice, we will confidently move forward, raising the standard of living of the population.
