According to the Patrol Service of the Police, the incident occurred on November 21, 2025, around 3 AM, when officers stopped a Toyota Avalon. Behind the wheel was Urmat Baiganaliev, who claimed to work in law enforcement. Nevertheless, the police officers completed all necessary documentation according to the law.
At the same time, on December 9, 2025, the Oktyabrsky District Court of the city decided to acquit the driver, with the reasons for this decision not being explained.
Several weeks later, on January 31, 2026, the same driver was stopped again for driving the same vehicle under the influence. This was confirmed by medical experts, and the case materials were sent to the appropriate authorities for further action.
The Patrol Service of the Police notes that this case is under special control, and the agency intends to achieve a legal assessment of the driver's actions to avoid impunity and affirm the principle of inevitability of punishment.
- Moreover, a recent bill to tighten responsibility for driving under the influence was supported by the Jogorku Kenesh in its first reading. It stipulates that in the event of a traffic accident with casualties, exemption from criminal liability through reconciliation with the victims will become impossible. Stricter prison terms are also planned, and the application of probation for individuals convicted of serious traffic violations while intoxicated will be excluded.
