According to the court, along with Timur, five employees of the Kök-Jar public police station and the duty officer were detained during the investigation.
Recall that in November 2024, Major Timur Abdysatar uulu, head of the Kök-Jar rural police department, addressed the country's leadership via social media. In a published video, he expressed dissatisfaction with the actions of the head of the Nookat District Department of Internal Affairs, Talgat Öskönaliev. Both participants in the conflict expressed their opinions on the situation. In response, the Ministry of Internal Affairs of the Kyrgyz Republic created a commission to verify the stated facts, which traveled to the Nookat District. Soon, Talgat Öskönaliev announced his resignation. As a result of the investigation, Timur Abdysatar uulu was dismissed for discrediting the internal affairs bodies, while Talgat Öskönaliev was demoted. Additionally, ten officials from the Osh Regional Department of Internal Affairs and the Nookat District Department of Internal Affairs received disciplinary measures, including severe reprimands and demotions.
According to the decision of the Nookat District Court dated December 30, 2025:
- 1) M.N.O. was found not guilty under Article 40 and paragraph 3 of part 2 of Article 342 of the Criminal Code of the Kyrgyz Republic and was acquitted due to lack of corpus delicti.
For M.N.O., the measure of restraint was changed from detention to a written undertaking not to leave, and he was released in the courtroom.
- 2) N.Z.A. was acquitted under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic due to lack of corpus delicti.
- 3) M. uulu B. was also found not guilty under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic and was acquitted.
- 4) M.A.M., H. uulu T., and M. uulu Sh. were found guilty under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic, and each was sentenced to 6 months of imprisonment.
For M.A.M., H. uulu T., and M. uulu Sh., the measures of restraint in the form of a written undertaking not to leave remained unchanged, with the condition that they would be lifted after the decision comes into legal force.
- 5) Timur Abdysatar uulu was found guilty on several counts of the Criminal Code of the Kyrgyz Republic, including part 2 of Article 41 and paragraphs 3 and 2 of part 2 of Article 342.
He was sentenced to:
under Article 337 part 2 (“Abuse of official position”) — exemption from criminal liability due to the expiration of the statute of limitations;
under Article 41 part 2 and Article 342 part 2 paragraph 3 — 5 years of imprisonment with confiscation of property and prohibition from working in the Ministry of Internal Affairs for 3 years;
under Article 338 part 2 paragraph 2 — 2 years of imprisonment with confiscation of property and also prohibition from working in the Ministry of Internal Affairs for 3 years;
under Article 343 part 1 — 5 years of imprisonment with confiscation of property and prohibition from working in the Ministry of Internal Affairs for 3 years;
In accordance with Article 77 of the Criminal Code of the Kyrgyz Republic (“Imposition of punishment for a combination of crimes”), the final sentence amounted to 5 years and 6 months of imprisonment with confiscation of property and prohibition from working in the Ministry of Internal Affairs for 3 years,” the statement said.
