Lawsuits and Risk Zones: In Jalal-Abad, the Fate of Families Refusing Relocation is Being Decided

In the Jalal-Abad region, the problem of relocating the population from hazardous natural zones has reached a critical level.

According to Chynarbek Shekenov, head of the regional emergency management department, there are 52 families involved in legal proceedings who have received state assistance but still remain in risky areas.

There are 1009 families living in high-risk zones in the region, distributed as follows:

- 948 families are in landslide-prone areas;

- 55 families live in avalanche-prone regions;

- 6 families are in areas with potential rockfalls.

State measures for relocating residents from threatening zones include:

- 718 families have already received financial assistance in the form of preferential loans and land plots for building new homes;

- 291 families have still not received any support.

Shekenov noted that despite regular notifications and provided resources, many families remain on dangerous slopes. The issue of their forced relocation is now being addressed through the courts to ensure their safety.

The Jalal-Abad region is considered one of the most problematic in Kyrgyzstan in terms of natural safety. Out of 11,000 hazardous zones across the country, 1,020 are located here. Among them:

- 491 sites are prone to landslides;

- 471 areas are considered avalanche-prone;

- 21 zones are susceptible to collapses and ground subsidence;

- 37 sites have a high level of groundwater rise.

The emergency management department emphasizes that preventive measures and the issuance of directives occur regularly; however, legal proceedings remain a last resort for protecting citizens' lives.
