
Nurmukhanov explained that the updated draft Constitution includes a preamble, 11 sections, and 104 articles, as well as two new sections: "People's Council" and "Amendments and Additions to the Constitution." Four sections have been renamed. These changes cover all sections of the Basic Law and affect 77 articles, which constitutes 84% of the entire text of the Constitution.
According to the Deputy Chairman of the Constitutional Court, the proposed innovations change the foundations of Kazakhstan's constitutional structure, giving the Constitution a new appearance and opening up opportunities for further institutional and structural reforms. In particular, emphasis is placed on strengthening guarantees for the protection of citizens' rights and freedoms, as well as on changing the organization of state power while maintaining the presidential form of government.
Among the most significant changes, Nurmukhanov highlighted the implementation of a unicameral parliament model, the expansion of citizen participation in the management of state affairs, as well as the improvement of human rights mechanisms and the work of the Constitutional Court to ensure the rule of law based on the Constitution.
