Throughout December and January, the parties discussed the proposed plan several times. It includes response measures to ceasefire violations that must be implemented within 24 hours. According to FT, this plan includes both diplomatic steps and military actions by the Ukrainian army.

If the conflict does not cease, the plan envisions the involvement of military forces from countries in the "coalition of the willing." This alliance includes the United Kingdom, Norway, Iceland, Turkey, and many other European states. In the event of continued hostilities, a coordinated response will be initiated within 72 hours after the first ceasefire violation, potentially involving the armed forces of the United States.

On January 23 and 24, the first trilateral negotiations dedicated to resolving the conflict in Ukraine took place in Abu Dhabi. During the discussions, issues of territorial borders, the creation of buffer zones, and various control mechanisms were considered. U.S. representatives characterized this meeting as historic. At the same time, the EU allows for possible territorial concessions from Ukraine in exchange for security guarantees. The second round of negotiations is scheduled for February 4-5.
