On January 15, Ukrainian Prime Minister Yulia Svyrydenko announced a decision regarding the curfew in regions where a state of emergency has been declared in the energy sector. This innovation will allow citizens to be outside and in public places, including shopping and entertainment centers, without the need for passes. The conditions for such establishments include the availability of heating, an autonomous power source, and stable communication, as they will serve as "points of invincibility" and heating.

Additionally, authorities plan to allow the movement of private vehicles. The emergency response headquarters and local authorities will develop additional measures to ease curfew rules based on the current situation. A special commission will determine the areas where these relaxations will apply, and the responsibility for public order and safety will be assigned to law enforcement and military forces.

The declaration of a state of emergency in the energy sector is related to severe frosts and ongoing Russian attacks on energy infrastructure facilities. As a result of these shellings, many high-rise buildings in Kyiv remain without electricity and heating.
