As part of the new plan, according to government representatives, mechanisms for management and coordination of actions to minimize risks associated with natural disasters will be improved, covering all levels of government. This will enhance the readiness and responsiveness of both local and national authorities, including ministries, agencies, as well as territorial units such as provinces, the capital, somons, and districts. As a result, this will ensure faster and more effective responses to emergencies and recovery processes.

Furthermore, as part of the approved initiative, action plans for various types of natural disasters will be reviewed and updated, as well as management plans at the provincial and municipal levels in accordance with the national strategy.

The main reason for revising the plan, according to the authorities, is the growing threats posed by climate change and human activities, including the increasing frequency and intensity of epidemics, dzuds, and floods in recent years. The updated program aims to reduce social and economic damage from natural, climate, and biological risks, as well as to protect the health, lives, and livelihoods of the population.
