The State Tax Service collected nearly 392 billion soms in taxes and contributions in 2025

Shykmatov announced the implementation of a service model and increased revenues without raising tax rates


The meeting of the board of the State Tax Service discussed the results of the agency's work for 2025. It was attended by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, the head of the State Tax Service Alambet Shykmatov, and other leaders of tax authorities.

According to Shykmatov, last year, 391.8 billion soms in taxes and insurance contributions were collected, which is 8.2 billion soms more than the planned figure of 383.6 billion soms — this amounted to 102.1%. Revenues increased by almost 90 billion soms compared to 2024.

He also reported that tax and payment revenues reached 308.4 billion soms, exceeding the plan by 40.1 billion. The growth rate compared to the previous year was 135.1%.

“These results were achieved without raising tax rates. In 2025, an extensive policy was implemented to reduce the tax burden and expand benefits for key sectors,” noted Shykmatov.

An important achievement of the year was the change in tax administration — the transition from manual control to a more service-oriented, digital, and trust-based system. This allowed for a reduction in the number of audits, simplification of the reporting process, and the introduction of new digital tools, which, in turn, reduced corruption risks and the shadow economy.

Prime Minister Adylbek Kasymaliev positively assessed the work of the State Tax Service, emphasizing the improvement in tax administration and the exit of businesses from the shadow economy.

The meeting also presented a new information system "Salyk Kүzөt," aimed at increasing transparency in the economy.

Among the tasks for 2026, Shykmatov highlighted the development of digital services, a shift to risk-oriented analytics, staff training, and strengthening the service approach in the tax service.
