At its meeting, the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh reviewed two draft laws: “On Amendments to the Law of the Kyrgyz Republic ‘On the Regulations of the Jogorku Kenesh of the Kyrgyz Republic’” and the constitutional law “On Amendments to the Constitutional Law of the Kyrgyz Republic ‘On the Central Commission for Elections and Referendums of the Kyrgyz Republic.’” These drafts were approved in the second reading.

Among the initiators of the draft laws are deputies of the Jogorku Kenesh: Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

Deputy Nurbek Sydygaliev, one of the authors of the initiative, emphasized that these draft laws aim to optimize the composition and simplify the process of forming the Central Commission for Elections and Referendums of the Kyrgyz Republic (CEC). This is necessary to enhance the efficiency and quality of conducting elections and referendums, including a proposal to reduce the number of CEC members.

During the discussion, Deputy Dastan Bekeshev raised the issue of the need for clear criteria and requirements for members of the Central Commission for Elections and Referendums.

In addition, the Committee also approved the draft law “On Amendments to the Law of the Kyrgyz Republic ‘On Conflict of Interest’” in the third reading.
