The Antimonopoly Service proposes to restore state regulation of contracts in universities of Kyrgyzstan

The draft law aims to ensure a balance between the economic sustainability of businesses and the protection of consumer rights. In particular, it proposes price regulation through the establishment of profitability, which should promote entrepreneurship while preventing price inflation.

Deputy Marlen Mamataliyev raised questions about state regulation of 16 types of socially significant goods. In turn, Deputy Kamila Talieva supported the draft law, expressing concerns that its adoption could lead to an increase in the cost of contracts in universities. She noted that over the past two years, the cost of education on a contractual basis has significantly increased and emphasized the need to consider the interests of citizens in the pricing process.

Jenaly Orozbaev, Chairman of the Antimonopoly Regulation Service under the Ministry of Economy and Commerce, explained that since 2016, higher education has been removed from state price regulation and expressed the need to bring this area back under control. This initiative received support from the deputies.

Deputy Zhanibek Abirov emphasized the importance of activating the service's work in the area of state price regulation for socially significant goods.

Additionally, the meeting also considered the draft law "On the Ratification of the Protocol on Amendments to the Treaty on the Eurasian Economic Union dated May 29, 2014, signed on July 28, 2025, in Moscow," which also received approval in the first reading.

The amendments to the Protocol aim to eliminate identified legal deficiencies, clarify terminology, and empower the Eurasian Economic Commission to approve the methodology for qualifying obstacles in the internal market and recognizing barriers as eliminated.
