University rectors relax abroad at the expense of contracts, - deputy on the need to limit the growth of contract amounts

At a meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, Deputy Kamila Talieva expressed the opinion that there is a need to impose restrictions on the cost of contracts at universities in Kyrgyzstan. According to her, over the past two years, prices for these contracts have sharply increased.

Talieva noted that parents of students often complain about high prices. “At the same time, some rectors set exorbitant rates and then use the funds from the contracts for vacations abroad. We have already discussed the issue of fines that remain in effect. Contracts are collected, and rectors dispose of them at their discretion, as I have already mentioned, particularly in the case of BatMU,” she emphasized.

Jenaly Orozbaev, director of the State Agency for Antimonopoly Regulation, reported that in 2016, prices in the education sector were exempted from state control. He noted that the agency is currently developing proposals for regulation, as in some universities, the cost of contracts has doubled, for example, from 50,000 to 100-120,000 soms in just one year.

“We conducted an analysis and sent a request to the Ministry of Economy. Regarding the National University, we have the authority to check the formation of service costs. We demand the return of 23 million soms, as these funds were obtained unlawfully. The university named after Jusup Abdrakhmanov (AGUPKR) has also been instructed to return 13 million soms,” he added.

The deputy called for the development of proposals and expressed the parliament's readiness to support these initiatives.
