Mayor of Bishkek: In winter, the demolition of houses in the Anar-Bak new development will not take place

At the meeting of the committee of the Jogorku Kenesh, held on February 2, the issue of the situation in the new construction area of Anar-Bak, located in Bishkek, was raised. Deputy Tabildy Muratbekov addressed the question regarding the future of the residents of this area and what measures have already been taken.

Mayor of the capital, Aibek Junushaliev, informed that prior to the administrative reform, the territory of Anar-Bak was part of the Alamudun district. During this time, more than 170 state acts for land plots were issued, and over 200 illegally constructed houses were registered, which was revealed during inspections. Illegal constructions have become a significant problem.

According to Junushaliev, as part of the land amnesty, houses where people have lived for 10-15 years have been legalized. This was done in response to citizens' appeals who were facing difficulties with registration at their place of residence, enrolling their children in educational institutions, and participating in elections.

Furthermore, the mayor clarified that since December 1, 2021, restrictions on illegal construction have been introduced. Land plots in Anar-Bak are still classified as agricultural, and new construction permits are not being issued. Nevertheless, some citizens continued to build houses in violation of the law.

Junushaliev assured that during the winter period, the demolition of residential buildings where people live will not take place. Warnings will only be issued regarding illegal constructions. Decisions on further actions will be made in the warm season based on the conclusions of a special commission established by presidential decree.

The mayor also noted that in the current General Plan of Bishkek, the territory of Anar-Bak is designated as an area with an uncertain status until final decisions are made. In response to an additional question from the deputy, Junushaliev confirmed that houses for which state acts (so-called "red books") have been obtained are considered legal and are not subject to demolition. Thus, the state will not take any measures regarding such properties.
