In the justification for the document, it is noted that the rising level of morbidity puts serious pressure on medical workers and exacerbates the shortage of personnel in public healthcare.
Moreover, the agency reports a growing number of complaints about the quality of services in private clinics, including cases of fatal outcomes. In 2025, 311 private medical institutions were inspected, of which 147 operated without the necessary permits. As a result, fines were imposed on 220 clinics, totaling 13 million soms.
“Unfortunately, the exact number of private clinics in Kyrgyzstan is constantly changing, making it difficult to monitor the situation. The current legislation does not provide adequate control over private medical practice, which hinders the taking of measures in cases of serious violations that could lead to negative consequences. In this regard, this project aims to regulate the activities of private medical institutions in the country,” the document states.
- It is proposed to establish requirements for conducting private medical practice exclusively within the framework of the issued license, with an emphasis on the quality of services provided under contract.
- Private medical entities will be required to publish open price lists for services and inform patients in advance about the total cost to reduce corruption risks.
Furthermore, the document establishes the rights of patients and the obligations of medical institutions to protect patients' rights.
Each private medical entity will be required to conduct mandatory digital registration in the unified state register of medical institutions and provide all necessary reports on its activities.
The draft also provides for mechanisms of state control and supervision, taking into account entrepreneurial freedom.
According to the agency, the approval of this document will allow for the adaptation of the regulatory framework to modern challenges, increase the transparency and efficiency of private clinics, which will ultimately improve the quality of medical services in Kyrgyzstan.
