According to the draft presented by the government, the insurance pool will be transformed into a legal entity that will begin to accumulate funds from a portion of the insurance premiums.
The head of the State Service for Regulation and Supervision of the Financial Market, Marat Pirnazarov, emphasized that this initiative contributes to more effective compensation payments in the event of major natural disasters. He noted that the creation of the insurance pool was conceived earlier but had not been implemented.
The draft law also proposes to lower the threshold values for a number of natural disasters that trigger the right to insurance payouts:
- Earthquake: the threshold is reduced from 6 to 5 points.
- Strong wind: the threshold is changed from 25 meters per second to 20 meters per second.
- Heavy snowfall: the threshold is lowered from 200 to 150 millimeters.
- Hail: the requirement for a minimum size (previously 20 millimeters) has been removed.
- Landslides and rockfalls are combined into the category of "mass ground movements."
According to Marat Pirnazarov, currently, residents of villages pay 600 soms per year for housing insurance, while residents of cities pay 1200 soms. In the event of a natural disaster, they can receive a maximum of 500,000 soms and 1 million soms, respectively.
It is also worth mentioning that for an individual rate, citizens must pay 0.3% of the value of their housing. For example, with a house priced at 50 million soms, the contribution will be 150,000 soms per year, which will ensure full compensation in case of damage. The basic rates are 0.12%, however, experts believe that this figure should be at least 0.26%. Nevertheless, no increase in rates is planned, as even the amount of 600 soms is significant for some citizens. Currently, social rates remain in place, which, according to the official, will not cover the damage from major disasters, such as the recent earthquake in Turkey.
Marat Pirnazarov added that the introduction of the insurance pool is a necessary step to support citizens in the event of mass natural disasters.
As a result of the discussion, the deputies expressed approval of the draft law in the first reading.
