ICAO calls on states to ensure the safety of civil aviation

The International Civil Aviation Organization (ICAO) has issued a strong call to countries to strictly adhere to the principles and provisions established by the 1944 Convention on International Civil Aviation. This was reported by the UN News Service.

In light of increasing threats to air transport, ICAO emphasizes that the safety and security of civil aviation must remain the highest priority. According to representatives of the organization, aviation should contribute to global peace and prosperity.

The organization reminded that states bear full responsibility for the safety of air transport, infrastructure, and passengers, and are obliged to cooperate with one another. In accordance with existing regulations, in the event of a security threat, airspace may be closed, which is an important mechanism for protecting both crews and passengers.

ICAO also stated its readiness to support states in developing and implementing measures aimed at reducing risks and minimizing disruptions in international air transport. "Safety is non-negotiable," the official statement emphasizes.

When a conflict affects airspace and disrupts international routes, ICAO activates coordination mechanisms at regional and interregional levels. In such cases, states involved in the conflict, neighboring countries, air navigation service providers, airlines, and other key industry players come together.

The main objective of these actions is to ensure the exchange of information, coordinate procedures, and maintain safe and orderly movement of international air traffic in accordance with the "Air Traffic Organization" annex to the convention.

ICAO noted that according to UN General Assembly resolution A42‑4, adopted in 2025, states and their air navigation services bear exclusive responsibility for assessing risks to civil aviation in conflict zones. The organization facilitates the fulfillment of these duties by ensuring the exchange of information and expert support, as well as promoting coordinated risk reduction measures.

Furthermore, ICAO clarified that, in accordance with the convention's mandate, it does not comment on issues related to individual states while maintaining institutional neutrality.
