Zhenaly Orozbaev, the chairman of the Antimonopoly Regulation Service, commented on the 24.kg website about the overpayments faced by students from several universities.

He emphasized that currently, the agency does not have the authority to intervene in the setting of tuition fees.

“Previously, until 2016, the cost of education was agreed upon with our service. However, since then, this regulation has been abolished, and now we cannot influence this process. Nevertheless, we still have the function of establishing the cost price of education in universities,” the official noted.

Orozbaev reported that last year an inspection was conducted at the Kyrgyz National University, which revealed that students overpaid 23 million soms that should be refunded. The university promised to provide comments later.

Orozbaev also reported on an inspection conducted at the Academy of Public Administration under the President, where it was established that the university must refund 13 million soms to students.

“This issue remains open, as the university does not agree with our decision and plans to appeal to the court. It is possible that the case will be considered in judicial instances,” he added.

The Academy of Public Administration issued an official clarification regarding the order to refund 13 million soms, specifying that this concerns graduates of the bachelor's program who completed their studies from 2020 to 2024.

“During the specified period, there were no complaints about the quality of education from students. The Academy fully fulfilled its obligations within the educational process, and state diplomas were issued to all who successfully completed their studies,” the university representatives noted.

Additionally, it was stated that since 2014, the cost of contract education for bachelor's students has remained unchanged at 46,000 soms.

Recently, amendments to the Law on "Pricing" were discussed in parliament, which, if adopted, would allow the government to regulate prices not only for socially significant goods but also for services and works. Some deputies proposed granting powers to government agencies to regulate prices for education in universities, housing rental, car towing, and other services.
