According to him, there are currently six types of social payments in the country, which are received monthly by about 300,000 citizens:
- 4,000 soms for the birth of a child;
- 1,200 soms for low-income families with children under 16;
- 6,300 soms for those who are not entitled to a pension;
- 6,000 soms for children whose parents cannot be identified;
- 3,000 soms for families from high-altitude areas for the third and subsequent children up to three years old;
- for mothers of many children from high-altitude areas — from 100,000 to 1 million soms for the birth of the fourth child or more (one-time payment).
Edil Baisalov emphasized that in the past, the government limited payments due to budget shortages, which led to the creation of various barriers to receiving benefits.
“The existing obstacles do not comply with the article of the Constitution that states that Kyrgyzstan is a social state. The President is concerned that numerous barriers are hindering the process of providing social payments. For example, in Bishkek, where 1.5 million people live, fewer than 60 children under one year old receive benefits, and about 200 children under three years old. This is unacceptable,” noted the Deputy Prime Minister.
He added that the government, together with the deputies, is developing various initiatives to improve the payment system, which will be thoroughly reviewed and discussed.
