According to the new document, it is proposed to abandon the specification of specific contribution amounts established in the current legislation, and instead grant the Cabinet of Ministers of the Kyrgyz Republic the right to set the amounts of contributions that go to the republican budget:
- for alternative service — 18,000 soms;
- for participation in mobilization reserve gatherings — 50,000 soms;
- for exemption from conscription with enrollment in the second category reserve — 25,000 soms.
Furthermore, the bill proposes a significant increase in fines for violations related to military registration. The fine for those liable for military service and conscripts will be increased from 1,000 soms to 10,000 soms.
If this bill is adopted, it is also planned to amend subordinate legislation, which will serve as the basis for a substantial increase in contributions considering the current economic growth and inflation:
- citizens aged 22 to 40 who have completed alternative service and wish to participate in mobilization reserve gatherings — 75,000 soms;
- those liable for military service under 30 years old, registered in the first category reserve and wishing to obtain their first military rank as officers — 90,000 soms;
- citizens called to alternative service due to family circumstances — 25,000 soms;
- citizens with disabilities called to alternative service — 40,000 soms;
- citizens over 25 years old who have not completed military or alternative service and have not expressed a desire to participate in mobilization reserve gatherings for enrollment in the second category reserve — 50,000 soms.
