In response, Sharshiev explained that the need for expedited adoption is related to the start of the spring conscription campaign.
According to him, "the conscription occurs twice a year, and a presidential decree has already been issued for the spring draft. We need to approve the bill and communicate it to the executors. That’s why we are in a hurry."
Shairbek Tashiev also expressed dissatisfaction with the speed of the decision-making process.
He noted: "If this bill was necessary, it should have been submitted in advance, at least a month prior, as the regulations cannot be violated. Or you should have presented it at the end of the year. At least two weeks should pass between the first and second readings, yet you bring it to the committee just three days later."
Burun Amanova added that due to the urgency with which the cabinet is pushing this bill, it creates the impression that the Ministry of Defense prefers alternative service over actual military service.
Despite the debates that arose, the deputies still approved the bill in the second reading.
