This document emphasizes that the increasing attacks and forced relocations are allegedly aimed at the irreversible expulsion of Palestinians from the occupied territories. The report covers the period from November 1, 2024, to October 31, 2025.
The report also contains accusations against Israel for serious human rights violations, including attempts to alter the demographic situation in the Gaza Strip through the systematic destruction of residential areas and blocking humanitarian aid. It has been established that about 460 Palestinians have died from starvation, one third of whom are children. The authors of the document emphasize that using starvation as a means of waging war against the civilian population qualifies as a war crime and may be considered a crime against humanity under certain conditions.
Volker Turk, the UN High Commissioner for Human Rights, noted the existence of an "atmosphere of impunity," in which the Israeli judicial system does not hold officials and settlers accountable for their violations.
The UN also urged Israel to end its illegal presence in Palestinian territories "as soon as possible" and recommended that the international community halt arms supplies to the country, as they are allegedly used in violation of international humanitarian law.
In response, Israel rejected all accusations. The country's representation in Geneva stated that there is a "malicious campaign of demonization and disinformation" being conducted by the Office of the High Commissioner and noted that it cooperates with experts who are not trustworthy. Israeli authorities also emphasized that the UN Human Rights Council has long been perceived by them as a biased body.
