
The President of Mongolia, Ukhnaagiin Khurelsukh, has initiated a bill that will be discussed in the Great State Khural (parliament) and proposes the possibility of annulling parliamentary mandates. This was reported by MiddleAsianNews.
During the discussion of this initiative, the head of the Presidential Administration, Uilstogoldor Altankhuyag, emphasized that the President, representing the unity of the people of Mongolia, bears responsibility for strengthening trustful relations between the state and citizens, as enshrined in the Constitution. The aim of this bill is to increase the level of public oversight over the parliament and ensure greater transparency in its operations.
“The parliamentary system in Mongolia is of immense importance. The President believes that protecting the inviolability of parliament is critically important for ensuring stability and national security. The ethics and accountability of deputies, as well as public trust, form the basis of parliamentary inviolability. However, recently several deputies have become involved in corruption scandals and ethical violations, which has caused public discontent. Citizens are demanding solutions to these issues. The Constitution allows for the recall of a deputy in case of violation of the oath, but mechanisms for implementing this provision have not yet been developed. Therefore, the President proposes a bill that will be an important step toward implementing this constitutional norm,” added Uilstogoldor.
The bill provides the following grounds for the recall of a deputy:
- Introducing the possibility of holding deputies legally accountable for ethical violations.
- Deputies who violate their oath and commit serious offenses will be subject to review by the parliamentary Ethics Subcommittee and the plenary session, and may be recalled by decision of the Constitutional Court.
- In the event of a crime being established, the deputy will lose their mandate.
- Increased accountability of political parties represented in parliament, and the possibility of recalling deputies elected from party lists in case of serious ethical violations.
