The process of subsidizing seed supply in Kyrgyzstan will soon be transitioned to a digital format, as reported by Bakyt Mambetov, the director of the seed production expertise department of the Ministry of Water Resources, Agriculture, and Processing Industry, in an interview with the radio.

Since 2020, the government has been providing subsidies of 30% on seeds sold by seed production enterprises to farmers. "We support seed production enterprises by covering 30% of the cost of the seeds they offer to our farmers," Mambetov noted.

Currently, the process of obtaining subsidies is carried out in paper format. Seed producers must gather a package of documents, including testing acts, seed certificates, tax authority references, and confirmations of no debts to the state. After that, they submit an application to the district agricultural development office.

The application goes through a special commission headed by the first deputy akim. The commission includes the head of the district agricultural development office, representatives from the department, social workers, and the head of the rural council. After review, the application is sent to the ministry, where a contract is concluded with the seed production enterprise, and the implementation of seeds with subsidies begins.

Mambetov emphasized that the new digital system will significantly simplify all stages of the process. Now, seed production enterprises will be able to submit applications online, even from mobile phones, uploading the necessary documents. Commission members and the district office will have access to these documents in the system for electronic review.

After a decision is made, the contract will also be generated and signed in the system, eliminating the need for representatives of enterprises to be present in person.

Additionally, the digital platform will provide farmers with information about available seed varieties, their volumes, and prices in various seed production enterprises. "Farmers will be able to see through their phones which varieties are available and at what prices. After that, they submit an application, pay 70% of the seed cost, and collect them from the enterprise," he added.
