- In 2025, Kyrgyzstan launched 12 reforms aimed at improving the socio-economic situation, according to the Ministry of Economy.

The goal of these reforms is to reduce the time required to obtain construction permits, optimize land procedures, and simplify licensing processes.

As part of the "100 Industrial Enterprises - 2025" project, 119 industrial facilities were also commissioned this year, with an investment of approximately 715.7 million US dollars.

These projects have created 8,471 new jobs, as reported by the Ministry of Economy.

Background:

Last week, the results of two reforms included in the program were summarized at the Presidential Administration. One of them was the simplification of obtaining permits for international road transport to China.

Every year, the Kyrgyz Republic and China exchanged a predetermined number of permit forms for international transport. In 2025, this exchange amounted to 130,000 forms. The problem was the lack of an integrated information system and an electronic coordination mechanism with the Chinese side. Previously, carriers had to gather a package of documents, submit applications, and personally visit the Ministry of Transport to obtain a paper permit, which took up to a day. Now, the time to obtain permits has been reduced from 24 hours to 10 minutes.

To improve the process, e-Permit software was developed, allowing for electronic coordination and issuance of special permits. An online application submission and cashless payment acceptance through electronic wallets have also been implemented. Information between relevant authorities is now fully exchanged in electronic format through the "Tündük" platform.

The second reform concerned the simplification of transport control procedures at the borders of EAEU countries. For many years, entrepreneurs and logistics companies faced a lack of data exchange between Kyrgyzstan and other EAEU member states. This led to Kyrgyz carriers being forced to provide documents in paper form, causing significant delays at the border.

Within 100 days, the information exchange between responsible authorities was updated and integrated in accordance with EAEU requirements. The transport control procedure was simplified through electronic data exchange, process automation, and improved inter-agency cooperation. The information systems of government agencies were also refined, and electronic issuance of permits for cabotage transport was implemented. This significantly reduced the time for crossing the border and lowered administrative barriers.
