Eighth Meeting of the Commission on Debureaucratization: Head of the Cabinet Announced Verbal Remarks to Ministers

At the meeting, Finance Minister Almaz Baketaev presented information on the financial support for initiatives aimed at debureaucratization, as well as assessed the budgetary needs for digital projects. In his speech, he emphasized the importance of reorganizing the functions of the Treasury, which involves the complete transfer of operations and personnel to the state bank "Kylým Bank".

Kanibek Dosmambetov, Minister of Health, reported on the implementation of Presidential Decree No. 331 dated November 28, 2025, which concerns enhancing the capacity and competitiveness of state healthcare institutions. Following his report, the head of the Cabinet of Ministers made an oral remark to the minister for the untimely execution of part of the assignments and instructed to assign oversight of the implementation of protocols to the relevant deputies to enhance control.

Representatives of the Supreme Court and the Prosecutor General's Office also shared information about the digitalization process of the judicial system, the introduction of electronic document management, and the modernization of IT infrastructure. They discussed measures for prosecutorial response to compliance with deadlines for providing public services and combating abuses. During the discussion, it was noted that the requirement for full online broadcasting of court sessions has not yet been fulfilled: instead of live broadcasts, edited recordings are published. The Chairman of the Cabinet instructed the relevant structural unit to take control of this issue and ensure the coordination of technical conditions.

Minister of Science, Higher Education, and Innovations Gulzat Isamatova informed about the progress in fulfilling the directive of the Interagency Commission aimed at increasing the autonomy of the National Academy of Sciences.

Ayaz Bayetov expressed concern about the insufficient progress of the initiative over the past year, pointing out unresolved regulatory issues despite the consensus reached among state bodies.

As a result of the discussion, oral remarks were made to the Minister of Science, Higher Education, and Innovations and her supervising deputy, with the instruction to expedite the preparation of regulatory acts and plans for the transfer of powers.

At the end of the meeting, the Chairman of the Cabinet of Ministers announced important assignments: to strengthen interagency coordination and assign oversight to the relevant deputies, to organize monitoring and reporting on the implementation of assignments, and to prioritize resource support for pilot projects on digitalization and debureaucratization.

The head of the Cabinet noted that debureaucratization remains a key direction of state policy and demanded the prompt execution of tasks with specific results within the established deadlines.
