Kyrgyzstan has proposed the initiative to create a quasi-appeal mechanism for addressing barriers within the Eurasian Economic Union (EAEU). This was stated in an interview with the radio by Kaniyet Nasiridinov, who heads the integration development sector of the EAEU coordination management at the Ministry of Economy and Commerce.

According to Nasiridinov, despite being a member of the union, countries continue to strive to protect their national producers. "Undoubtedly, we are part of the union, but each country tries to protect its producers; some do it more delicately, while others do it openly," he noted.

He also explained that there is a certain contractual framework and methodology for addressing such issues, which allows for the identification and elimination of barriers. Appeals from businesses are considered at commission meetings, where legal expertise is conducted. If a barrier is identified, the information is published on the commission's website, which has reputational consequences for the respective state, which is then given time to rectify the situation.

However, according to the ministry representative, in some cases, the removal of barriers is delayed due to differences in law enforcement practices and interpretations of norms.
In this regard, the Kyrgyz Republic has proposed the establishment of a quasi-appeal instance. It is expected that parties disagreeing with the commission's decisions will be able to appeal to the EAEU Court. After the court's decision is made, the issue will be discussed again at the commission level.

“We insist on transparency in this matter,” Nasiridinov added, noting that the relevant measures could be implemented as early as this year.

He also pointed out that all member states of the union, including Kyrgyzstan, have certain limitations in supporting their national businesses. “The EAEU is not created for the complete elimination of barriers, but for their minimization,” he concluded.
