Companies linked to the Tashiev family forced oil traders to buy AI-80 gasoline. Details were revealed by the Presidential Administration.

Despite the low demand for AI-80 gasoline and diesel within the country, companies associated with the Tashiev family sold this product to two major local oil traders, effectively forcing them to make purchases.

Under pressure, buyers mixed low-octane AI-80 gasoline and diesel with higher quality fuel imported from Russia, and then sold it to the population, said the head of the press service of the President of the Kyrgyz Republic, Daiyrbek Orunbekov, on social media.

The history of oil production in Kyrgyzstan dates back to the 1950s with the establishment of the enterprise "Kyrgyzneftegaz," which began its operations in 1952. During the Soviet period, the extracted oil was sent to Uzbekistan for refining into gasoline and diesel fuel. However, with the collapse of the Soviet Union, this process ceased, and the lack of a domestic oil refinery limited production volumes in the country.

In 1996, a subsidiary company "Kyrgyz Petroleum Company" was established, which began oil refining in Kyrgyzstan. Nevertheless, outdated equipment allowed only the production of AI-80 gasoline and diesel fuel.

With the country's accession to the Customs Union, Kyrgyzstan switched to European fuel standards (AI-92, AI-95, AI-98), which are mainly imported from Russia. As a result, the products of local producers, including AI-80 gasoline, lost their competitiveness in the domestic market.

Since 2021, the companies "Kyrgyzneftegaz" and "Kyrgyz Petroleum Company" have come under the control of Kamchybek Tashiev. His nephew Baigazy Matisakov became the head of the enterprise. During this time, according to the Tax Service data, a corrupt scheme was created that led to significant financial losses.

The essence of the scheme was as follows: the oil extracted by "Kyrgyzneftegaz" was supposed to be processed at the "Kyrgyz Petroleum Company" plant, and the profits from the sale of petroleum products were to go to the state budget. However, private intermediary companies associated with the Tashievs were introduced, which formally carried out the processing, although in fact, it was done by the state plant.

The finished products were sold through companies affiliated with the Tashievs, and a significant portion of the profits did not go to the budget but remained in private structures.

Despite the low demand for AI-80 gasoline and diesel, companies associated with the Tashievs continued to sell this product to oil traders, effectively forcing them to make purchases.

Under pressure, oil traders mixed low-octane AI-80 gasoline and diesel with imported fuel before selling it to the population. In professional circles, this practice was referred to as "shakar."

After Kamchybek Tashiev's resignation, these companies stopped purchasing AI-80 gasoline and diesel, leading to significant stockpiles accumulating at the "Kyrgyz Petroleum Company" warehouses.

In light of the situation, the government temporarily allowed the export of local fuel. Now, AI-80 gasoline and diesel produced at the "Junda" and "Kyrgyz Petroleum Company" enterprises will be supplied to Tajikistan and Afghanistan. Euro-standard fuel imported from Russia will not be exported.

Currently, the state has begun a modernization program for the "Kyrgyz Petroleum Company," which is expected to be completed within two years. After the upgrade, the plant will be able to produce fuel that meets European standards and satisfy the country's domestic needs.
