The Ministry of Education proposes to abolish interviews for school and kindergarten directors and appoint them based on testing results.

The Ministry of Education of the Kyrgyz Republic has presented a draft resolution of the Cabinet of Ministers regarding the procedure for conducting competitions for the positions of heads of state and municipal educational institutions of various levels, including preschool and general education, as well as primary vocational and additional education.
The main goal of the new document is to consolidate four existing regulations into a single standard, which will also include a digital platform for the selection process of directors. Currently, the appointments of heads of kindergartens, schools, and vocational schools are regulated by four different resolutions, which will be replaced by a unified standard.

The key change introduced in the new procedure is the exclusion of interviews. Candidates will undergo computer testing twice a year, and the results of this testing will become the main criterion for forming a reserve of managerial personnel.
The entire procedure will be carried out through the automated information system "Mugalim," linked to the interdepartmental database "Tündük." Candidates will be able to submit applications electronically, and the system will automatically verify documents regarding qualifications, criminal records, and medical certificates.

Those who successfully pass the testing will be offered a place in the digital personnel reserve. In the event of a vacancy, it will be announced through the system, and the appointment will be made based on the highest score obtained by the candidate.

New leaders will have a probationary period of six months. Upon its completion, either a fixed-term employment contract for 5 years will be concluded, or the director will be relieved of their position.
The ministry is confident that the new procedure will reduce corruption risks and cut budget costs by eliminating the need for in-person competitions, business trips, and the maintenance of commissions for different levels of education. Additionally, having a prepared personnel reserve will enable quick filling of vacancies. The ministry also plans to organize professional development courses for reserve participants in both online and offline formats.

The draft resolution is currently open for public discussion and, upon its approval, will replace the existing rules established in 2023, 2024, and 2025.
