The Ministry of Education Proposes New Rules for Appointing Directors of Schools, Kindergartens, and Vocational Schools

The Ministry of Education has proposed a new procedure for the competitive selection of directors for state and municipal educational institutions, including kindergartens and vocational lyceums. The draft resolution is available for public discussion here.

In the ministry, it was emphasized that the current rules vary by education levels, leading to confusion and complicating the implementation of a unified personnel policy.

According to the project, a digital reserve of teaching staff will be created, into which candidates who successfully pass testing and meet qualification requirements will automatically be included.

“This will create a ready database of professionals for the prompt filling of vacant positions and strengthen the system, reducing the risk of a shortage of managers,” the document's explanation states.

To conduct the competition and form the reserve, the "Mugalim" platform, which is integrated with the "Tündük" system, is planned to be used. Through this platform, it will be possible to submit documents, verify information, take tests, publish vacancies, and create a reserve.

The main method of evaluating candidates will be testing, and interviews will be excluded, which minimizes the risks of subjectivity and corruption. The decision to include candidates in the reserve will be made solely based on their knowledge and skills.

Candidates must possess management skills and knowledge of legislation, pedagogy, psychology, management, finance, and information technology. The Ministry of Education is confident that this will help form an effective body of managers capable of organizing the educational process and maintaining the quality of education.

The ministry also noted that the new procedure consolidates previously scattered rules into one document, simplifying oversight by the agency and eliminating conflicts.

Furthermore, the existence of a reserve will create opportunities for online and offline training, professional development, and retraining, preparing future leaders for the successful performance of their duties.
