School directors in Kyrgyzstan want to be appointed without interviews

A draft resolution of the Cabinet of Ministers concerning the procedure for conducting competitions for the positions of directors of state and municipal educational institutions, including schools, kindergartens, and additional education institutions, has been submitted for public discussion.

According to the proposal, a unified procedure for competitive selection will be established for all types of educational organizations. Currently, the appointment procedures are regulated by various resolutions, which complicates the process.

The project aims to integrate existing norms into a single mechanism and transition to a digital format for conducting competitions.

The automated information system "Mugalim" will become the main tool for selection. It will operate in conjunction with the interagency electronic interaction system "Tunduk," ensuring the submission of documents, data verification, job vacancy publication, and the formation of a personnel reserve.

Centralized computer testing will be a key stage of the competition, and interviews will not be conducted. As stated in the justification, this will help minimize subjective assessments and reduce the risk of corruption.

Testing is planned to be conducted twice a year, and the results will be published immediately after the completion of the procedure, with the possibility of filing appeals.

Candidates who successfully pass the testing will enter the digital reserve of managers, and appointments to vacant positions will be made from among those who scored the highest points.

Additionally, a probationary period of six months is provided for new managers. Based on the results of this period, a decision will be made regarding the conclusion of a fixed-term employment contract for five years or the release from the position held.
