According to data presented by the Russian National Research Institute for Development of Communications, Kyrgyzstan sees Russia as its main strategic partner, which is reflected both in official statements and in joint actions at international forums.

The study emphasizes that regular interactions between the two countries at various levels, including high-level meetings, confirm this mutual understanding.

As stated in the report, "high-level interactions, cooperation between foreign ministries, and personal contacts between presidents strengthen Russia's status. Important platforms for consolidating the positions of Kyrgyzstan and Russia on security and economic issues have been the EAEU, CSTO, CIS, and SCO. The CSTO exercises 'Rubezh—2025,' conducted on the territory of Kyrgyzstan, and active participation in discussions on cyber and information security testify to the high level of trust and political coordination between the states."

It is also noted that Kyrgyzstan seeks to avoid actions that may be perceived as threats to Russian interests. In international organizations, the republic has maintained a restrained position on sensitive issues, avoiding votes directed against Russia and not joining sanctions.

In addition, the study highlights the economic ties between the two countries, which in 2025 developed under a favorable regime. Kyrgyzstan's membership in the EAEU creates a legal and economic basis for trade, while national reforms in customs administration, digitalization, and transit contribute to simplifying procedures.

Thus, Russia continues to be the largest trading partner of Kyrgyzstan.
