$60 Million to Improve Air Quality in Kyrgyzstan

The Ministry of Natural Resources, Ecology, and Technical Supervision has presented information about its plans to improve air quality, develop climate policy, and manage waste.

According to the agency, a new interdepartmental commission has been formed to address atmospheric air quality issues in accordance with the decree of the Cabinet of Ministers of the Kyrgyz Republic No. 221. During its work, the commission held 10 meetings and conducted field meetings in Osh and Manas to discuss local problems. As a result of these meetings, decisions were made and specific measures were defined to reduce pollution.

As part of international cooperation, the project "Improving Air Quality in the Kyrgyz Republic," funded by KOICA with a budget of $10 million and scheduled until 2028, is being implemented. Additionally, with the support of the World Bank, a $50 million project aimed at improving air quality has also been launched.

An important step in the development of climate policy was the approval of the environmental security concept by presidential decree No. 105 and the carbon neutrality concept by cabinet resolution No. 397. A draft National Adaptation Plan has also been developed.

A coordination council on ecology, climate, and green economy has been established, which approved the "Third Nationally Determined Contribution" and the National Inventory Report for the UN Framework Convention on Climate Change Secretariat.

Kyrgyzstan participates in 12 international environmental conventions. The bill on joining the Vienna Conventions on Radiation Safety was adopted in the third reading in the Jogorku Kenesh.

Among the signed international agreements are eight with Russia, Uzbekistan, Tajikistan, Korea, Japan, China, the United Kingdom, and the SCO.

Currently, seven international projects related to air quality, biodiversity, and radiation safety are being implemented. Technical and investment cooperation is being carried out with 17 countries within the framework of intergovernmental commissions.

In order to streamline waste management, a state enterprise "Ekooperator" was established by resolution No. 325. Within the framework of the extended producer responsibility mechanism, more than 74 million soms have been collected for disposal fees.

At the local level, a competition for "The Cleanest City" and "The Cleanest Aiyl Aimak" was held, with 9 cities and 10 rural aimaks reaching the finals.

The winners were awarded garbage trucks "Shumkar," waste sorting lines, and specialized equipment.
