The deputy urged the Ministry of Agriculture to recognize the creation of pasture committees as a mistake.

At the meeting of the committee on agrarian policy, water resources, subsoil use, ecology, and environmental protection of the Jogorku Kenesh, deputy Alisher Kozyuev expressed the opinion that the Ministry of Agriculture should acknowledge its mistake related to the establishment of pasture committees.

Kozyuev noted that several years ago, the ministry made the decision to create these committees, which required significant financial investments from external sources. “These loans have become a heavy burden for taxpayers. As a result, the pasture committees have caused more harm than good. The state funded their operations, while the organization coordinating their activities turned into something that was not accountable. Now, it seems that the government has realized its mistake and, against the backdrop of disbanding this structure, has decided to create state institutions under the rural administration, which is the right step,” he said.

Also, the First Deputy Minister of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic, Zhanibek Kerimaliev, added that the pasture committees were established in 2009 based on the law. “At that time, this decision made sense, but now it has become outdated. The committees did not demonstrate their effectiveness and operated like a non-governmental organization that could only be controlled by the Audit Chamber. Now, these committees under new management are state enterprises and report to the district akims. Currently, both short-term and long-term projects are being developed to improve the condition of pastures, in collaboration with donors,” he noted.
