About 75 percent of Kyrgyz citizens pay for mandatory health insurance policies

The Deputy Chairman of the Mandatory Health Insurance Fund, Sanjar Isaev, stated on the air of Radio "Sputnik Kyrgyzstan" that as of 2025, about 75% of the population of Kyrgyzstan has already acquired a mandatory health insurance policy.

However, approximately 25% of citizens still do not have this insurance policy.

“We are actively working on explaining the importance of insurance and hope to increase this figure. For example, in Azerbaijan, 100% of the population is covered, and we strive for similar results. There, insurance costs $50 a year,” Isaev noted.

Some groups of citizens in Kyrgyzstan are automatically considered insured and are not required to purchase a mandatory health insurance policy.

These categories include children under 18, full-time students, pensioners, military personnel, and individuals receiving social benefits.
“The lists of such citizens are updated monthly, and funding comes from the Ministry of Finance. For 2025, this amount is 600 soms per year, and for 2026, an increase to 900 soms is planned. Other citizens, for whom employers do not make contributions, as well as the self-employed, must purchase a mandatory health insurance policy, the cost of which is 1840 soms per year. For foreign citizens, the rate is 11,910 soms; however, they can take advantage of the opportunity to purchase a six-month policy,” Isaev added.

The mandatory health insurance policy can be paid for online. The electronic policy allows access to various medical services within the framework of the state program guaranteeing medical and sanitary assistance.

Citizens can check their insurance status through the “Tunduk” application.

Emergency medical assistance is available to everyone, regardless of the presence of a policy.

“Even if a citizen does not have a mandatory health insurance policy, they have the right to receive a basic package of medical services at a clinic if they are attached to a Family Medicine Center. This allows them to receive consultations and necessary treatment,” emphasized Sanjar Isaev.

However, in the case of planned hospitalization, the absence of a policy requires full payment for medical services.
