Bekeshev noted that students continue to complain about being charged for so-called "nb" — unjustified absences. He questioned why the Ministry of Science is not taking measures to stop this practice at KGMA.

Deputy Minister of Education Gulnur Mamyrava clarified that the oversight of KGMA is conducted by the Ministry of Health, not her department.

Rector of the academy Indira Kudaybergenova added that this practice was implemented in accordance with the government decree on the registry of public services, and it cannot be canceled by order of the Ministry of Science.

The deputy emphasized the importance of changing the existing practice. "This is not a service when we simply charge money for absence instead of providing education. It already resembles an indulgence. Students with financial means will be able to pay, while those who cannot will be expelled," commented Bekeshev.

He also added that all conditions should be clearly outlined in the contract between the student and the educational institution.

Bekeshev criticized the situation where the cost of the contract increases during the academic year. "First, they announce that the contract costs 40,000 soms, and then in the middle of the year, it turns out to be 45,000. This is similar to hidden fees from microfinance organizations. The contract should contain all conditions, including obligations, and not be such that students are lured in at first and then constantly charged additional fees," concluded the deputy. He called for order to be restored in the field of higher education, noting that many students receive diplomas but lack the necessary knowledge.
